Bolt-Action vs. Semi-Auto Rimfire for Accuracy and Ammo Tolerance
The usual summary is that bolt guns are accurate and semi-autos are fun. That is not wrong, but it hides the mechanism — and the mechanism is what tells you which one belongs in your safe.
The short version
- Bolt actions are more accurate mainly because their chambers can be tighter. Nothing has to chamber itself, so the dimensions can be cut for consistency rather than for reliable feeding.

The chamber is where the difference lives
Both actions fire the same cartridge down the same kind of barrel. The accuracy gap is not mystical and it is not mostly about lock time or bedding — it starts at the chamber.
A semi-automatic rifle has to strip a cartridge from a magazine and drive it into the chamber using energy left over from the previous shot. If the chamber is cut tightly, marginal rounds — slightly out-of-round cases, deformed rims, a bore that has fouled a little — will not seat, and the rifle stops. So semi-auto chambers are cut generously, with clearance to absorb the variation that mass-produced rimfire ammunition inevitably carries.
A bolt action has no such constraint, because you supply the force. The chamber can be cut close to the cartridge, which means the round sits more consistently, aligns more repeatably with the bore, and starts its journey the same way every time. That consistency is what shows up on paper.
Two secondary effects follow from the same root. A semi-auto has a reciprocating mass moving during and immediately after the shot, which introduces disturbance a locked bolt does not. And gas and residue that a bolt gun contains entirely, a blowback semi-auto vents backwards into its own action — which is why one gets dirty and the other stays comparatively clean.

"Tolerance" cuts two ways here, and confusing the two is the source of most disagreement on this subject.

The practical upshot for anyone who shoots suppressed or shoots quiet: a bolt gun runs subsonic and very low velocity ammunition without complaint, because there is no cycling threshold to meet. A semi-auto either cycles or does not, and hand-cycling a semi-auto for every shot is a worse experience than simply using a bolt gun.
Any round that sounds noticeably quieter or weaker than the others means stop and confirm the bore is clear before firing again. A bullet lodged in the barrel followed by a normal round destroys barrels and injures shooters. This risk rises with very low velocity specialty ammunition, which is exactly the ammunition a bolt gun makes it easy to shoot.
Maintenance load
The difference here is larger than most first-time buyers expect, and it is a reliability matter rather than an accuracy one.
A blowback semi-auto vents combustion residue into its own action on every shot, and rimfire residue includes wax, unburnt powder and lead. Fouling accumulates on the bolt face, the extractor, in the firing pin channel and around the chamber, and past a certain point the rifle starts malfunctioning in ways that look like magazine or ammunition problems. Regular action cleaning is not optional on a semi-auto rimfire shot in volume.
A bolt action stays comparatively clean and can be neglected for far longer without consequence. It still develops a carbon ring at the chamber mouth over time and it still benefits from an occasional bolt strip, but the interval is much longer.
Both benefit from leaving the bore largely alone. That part is the same.

The straight answer
If you are buying one rimfire and you do not yet know what you want from it, buy the semi-auto. It is more fun, it suits the way most people actually use a .22, it costs less to reach a good standard, and its accuracy limit is far beyond what a new shooter will run into. The magazine ecosystem around the common patterns is also enormous.
If you already know you want precision, buy the bolt gun, and buy it knowing that ammunition testing matters more than any other decision you will make with it. A bolt action's advantage only materialises if you feed it something worth the chamber.
And if you shoot rimfire seriously for more than a season or two, you will almost certainly end up with both, because they are answers to different questions and neither one is a compromise version of the other.
